let me get this straight.
protests will be allowed at the IMF meeting? for non-locals only?
is this some new foreign talent scheme?? foreigners do a better job protesting so they will be allowed while locals cant?
i'm confused.
a police license is requires; I assume some of the anti-globalization organizations would apply for permit and would get it more easily than local guys; this is why police set up additiona resources; they know they will have to deal with more, and more experienced, demonstrators
wahaha.... "tourists" can have the fun, locals pay the taxes!

on what grounds would the police issue these permits to the protesters, and on what other grounds do they use to deny local applications? Show some transparency leh!
